• Hon Unyime Idem’s Scorecard As A Case Study

By Tony Icheku

Ahead 2027,  elected officials, from governors, House of Assembly and National Assembly members who wanted a second term eagerly looked forward to the beginning of the campaign season so that they could present their scorecard to their constituents and ask for a second term – but not all. A lawmaker ambushed by performance deficiency, Hon Obi Aguocha representing Ikwuano/Umuahia North/South Federal Constituency of Abia State prayed that such a day never dawned.

2027: Performance Deficiency As Aguocha's Albatross

After his election in 2023, after the Obi-wave ride swept him into the Green Chamber, Aguocha literally went to sleep on the job, and in all facets of legislative functions: lawmaking – representation – oversight – budget advocacy and Constituency engagement, he has nothing to show. Three years, zero accomplishment. In response to constituents query for his scorecard, Aguocha could only mutter and stutter. There is nothing to show – No bill sponsored and passed into law, no significant Capital projects and definitely no constituency projects or interventions.

What makes Aguocha’s case very pathetic is that in the same Green Chamber, his colleagues are doing great things and delivering democracy dividends to their constituents. A case in point is Hon Unyime Idem representing Ukanafun Oruk Anam Federal Constituency.

After his election in 2023, Idem unrolled a Constituency project whose objective is to restore electricity across all 24 wards and connect all 250 villages in the Federal Constituency to the national grid.

By early April 2026, phase one of the project including  pole planting, cabling, and linking communities like Ikot Akpa Nkuk (Ukanafun) and Ikot Ibritam (Oruk Anam) to the national grid through Ikot Abasi had been completed and tested

The lawmaker equally donated 25 units of 500KVA/33KV transformers (one for each of the 24 wards plus additional units)

As the campaign season kicks off, Phase Two of the comprising expanding the project to cover an additional 10 wards with more transformer installations has commenced.

Hon Idem  has also committed to paying the required energisation fees to the Port Harcourt Electricity Distribution Company (PHED) so that installed transformers can actively supply power.

He has also established local committees in every village and ward to oversee the project and protect electrical infrastructure from vandalism and illegal connection

Hon Idem’s scorecard is measurable and verifiable measured. He promised and delivered. He has nothing to hide, no phantom claims to make, because everything he said can be verified by anyone who walks into those wards.

Does Aguocha and Idem not sit in the same Green Chamber. Do they not receive the same Constituency Project allocation?

Hon Obi Aguocha, name the project(s) you initiated, attracted, funded and supervised, and the date it was tested and commissioned.

Where is your list of wards? Not “over 3,000 solar lights” in a statement written by others, but the actual communities, the number per ward and the date of installation. Where is your contractor, and what are the contract sum and the completion date? Where is your timeline? In almost four years in the green chambers, which phase are you in?

We are not asking for four phases or for 24 wards. We are asking for one project with a name, a location, a contractor, a timeline and a completion that the people can touch.

Meaningless jargon like bills passing through first and second reading or even awaiting presidential assent  cannot do. Federal road project taken over by a governor is certainly not a constituency project and donations of a widows mite to community project launching is not Constituency intervention.

A Representative who has executed projects lists wards, names contractors and gives dates, because he has nothing to fear from verification. A Representative without a record speaks in slogans, because slogans cannot be checked.

Constituency projects are executed from  public funds. They belong to the people, not to the office holder. Every Representative owes the electorate accountability. What funds were allocated? What projects were executed? What were proposed? Hon Unyime Idem has shown Aguocha a template. The people of Ikwuano/Umuahia North and Umuahia  South Federal constituency are waiting for Aguocha to do the same.

If Obi Aguocha has done even one project of this type, let him publish it in the same format within the week: the project, the phase, the wards, the contractor, the timeline and the status. Let the people verify it with their own eyes. If he cannot, let him tell the constituency honestly why he has nothing comparable to show, and why he now asks for four more years.

The  people’s patience is not a blank cheque, and the ballot in 2027 is the answer. They will choose a competent hand like Rt. Hon.  Chinedum Enyinnaya Orji who understands that  representation is measured by performance
