THE PALLIATIVE TEST: WHERE DID OUR RICE GO?

A constituent of Ikwuano Umuahia Federal Constituency, Nwaubani Udochukwu, wrote a painful line that has refused to leave our conscience. He said all palliatives given to Hon Obi Aguocha to cushion the effects of subsidy removal were either sold or distributed to family members. That no single grain of rice reached well meaning constituents who voted for him. And that Ikwuano Umuahia suddenly became an orphan due to ineptitude of a man who leveraged on Obi wave to ascend to the Green Chamber.

THE PALLIATIVE TEST IS THE HONESTY TEST
In leadership, palliatives are not politics. They are honesty test. When fuel subsidy was removed, the Federal Government sent palliatives through Federal lawmakers to reach the poorest of the poor. Rice, grains, and support meant for widows, farmers, keke drivers, market women. How a Rep handles that rice tells you who he is when no camera is watching.
A CONSTITUENT’S CRY
This constituent did not insult. He cried. He said he voted, he queued under sun, he believed in Labour wave, he hoped rice would reach his mother in Oboro. It did not. He said it never reached his ward in Oloko. It never reached his kinsmen in Ohuhu. It never reached his brothers in Ibeku. His question is simple: Where did our rice go?
IKWUANO UMUAHIA BECAME AN ORPHAN
The strongest line in his note is that Ikwuano Umuahia suddenly became an orphan. An orphan has no one to speak for him when he is hungry. A constituency that sends palliatives and cannot find it becomes an orphan constituency. That is the feeling across our communities – that we have a Rep in Abuja, but we have no father at home to ensure rice reaches the hungry.
FROM OBI WAVE TO OBI FAMINE
He said the incumbent leveraged on Obi wave to ascend to the Green Chamber. The Obi wave was a wave of hope, of new Nigeria, of accountability. People voted not because they knew the candidate deeply, but because they believed in Peter Obi’s mantra of transparency. To now allege that palliatives from that same wave were sold or diverted to family is, if true, a betrayal of that hope.
WHAT OTHER REPS DID
For objectivity, we checked what other Federal lawmakers did. In Bende, rice was shared ward by ward, with videos and traditional rulers present. In Isuikwuato Umunneochi, palliatives were distributed with names published. In other constituencies across Abia, even if small, something reached the people. In Ikwuano Umuahia, constituents say they saw nothing. That contrast hurts.
FAMILY DISTRIBUTION IS NOT CONSTITUENCY DISTRIBUTION
The allegation says palliatives were distributed to family members. Family is not constituency. Constituency is 4 clans, 51 autonomous communities, thousands of polling units. If the account of this constituent is accurate, then constituency sharing formula was replaced with family sharing formula. That is not representation. That is privatization of public relief.
SOLD PALLIATIVES AND LOST TRUST
The other leg of the allegation is that palliatives were sold. Palliative is not for sale. It is marked Federal Government Not For Sale. If a grain meant for a hungry child is sold in the market, trust is sold with it. Trust is the currency of re-election. Once trust is sold, it is difficult to buy back, even with 100 billion lies.
NO SINGLE GRAIN REACHED US
The constituent said no single grain reached well meaning constituents who voted for him. That line is painful because our people are well meaning. They farm, they trade, they teach. They voted in good faith. When they hear that rice meant to cushion subsidy pain did not reach them, they feel orphaned and deceived. And orphaned people seek new fatherhood.
INEPTITUDE OR SYSTEM FAILURE
We must be profoundly objective. Was it ineptitude, lack of structure, or lack of will? A Rep who has no ward coordinators, no accountability team, no distribution committee will fail palliative test. A Rep who has no town hall cannot distribute effectively. The failure to see even one bag of rice in any ward suggests gross ineptitude and lack of system for people-centered leadership.
OPTICS OF PALLIATIVE AND OPTICS OF OFFICE
This links back to optics. A man who is pictured without packaging cannot package distribution. Palliative distribution requires protocol, list, order, respect for elders. It requires calling traditional rulers, women leaders, youth leaders. It requires transparency. If optics is missing, protocol for distribution will also be missing.
WHY KWECHIRI GROWS
This is why Kwechiri grows daily. People who did not get rice now say: we have stood firm. They say never again will we vote wave without checking character. Never again will we vote man without record. They say we want Rt Hon Chinedum Enyinnaya Orji because his record shows he knows how to share, how to organize, how to keep constituency as family, not family as constituency.
IKUKU’S RECORD ON SHARING
For balance, look at Rt Hon Chinedum Enyinnaya Orji’s record when he had opportunity. As Speaker, his constituency projects – roads, health centres, school blocks – were spread across Ikwuano Umuahia, not concentrated in his family house. His empowerment was ward based, not family based. That is why people trust him with federal palliatives tomorrow – he will not sell it, he will share it.
THE QUESTION REMAINS
We are respectful and objective. We do not convict any man without fair hearing. But the question from this constituent remains and must be answered: Where is our palliative rice? Hon Obi Aguocha should call a town hall, publish list of beneficiaries ward by ward, show pictures of distribution, and clear his name. Until then, the allegation that no single grain reached his well meaning constituents will remain as a referendum on his representation.
CONCLUSION: ORPHAN NO MORE
Ikwuano Umuahia Federal Constituency will not remain an orphan. A task to unseat incompetence must be done. By PVC, we will choose a man who will not sell our rice, who will not give our rice only to family, who will ensure that when Federal Government sends relief, relief reaches the people. That man is Rt Hon Chinedum Enyinnaya Orji. He will make Ikwuano Umuahia a family again, not an orphan.
